This last part is simply not true as far as I am concerned.

Adding 20 bytes per account would result eventually/in the future in, let's say 4 billion pascal accounts multiplied by 20 bytes =

80.000.000.000 bytes of additional storage requirement.

(This ignores any further additional storage requirement for other pips trying to introduce even more pascal coin accounts, it's unclear what how this pip would affect those other pips storage-wise).
Roughly 80 GB extra storage space requirement for this feature which for now seems to offer limitted real value since these "feature capabilities" are not yet present and is there truely any demand for them ?

This would also raise the bandwidth requirement to 80 GB for full safebox download.

Full safebox download is required for pascal coin operation. Only the blockchain has to be downloaded for 100 blocks at least so is the idea.

So this 20 byte "account seal" introduction will introduce a heavy burden onto the safebox.

Perhaps this feature could be made optional per account, where users decide if they want this feature or not.

Downloading this additional information would also be optional.

However this leads to many problems... safebox hash has to be computed over it... so it cannot be truely optional unless these hashes are ignored and then there would be little security.

There is already little to no extra real security for "state attack" which I consider to be the "pre-compute  attack" of a future blockchain. Therefore this could truely be an optional feature where no real security is garantueed.

Alternatively clients would have to compute a leading zero bits on such a seal themselfes or could join a network of nodes that does it for them, those that opt-in.

This idea to make it optional was inspired by PIP 24, this PIP 29 has some resemblence to PIP 24 where a 32 data byte storage per account was proposed, by possibly optional in size/growth or so. No computation was given in that PIP how those numbers of 10 MB or 50 MB was obtained.
